Most companies pay a contractor in Azerbaijan by USD or EUR bank transfer (SWIFT) to the foreign-currency account of an individual entrepreneur (fərdi sahibkar), either from their own bank or through a platform that also produces the contract and the monthly acceptance act. The choice comes down to who generates that paperwork, whether the contractor wants dollars or manat, and how the fee scales with the monthly amount.
Receiving the money is the easy part. Azerbaijani banks credit foreign currency to residents’ foreign-currency accounts without restriction, and the Central Bank’s official rate stood at AZN 1.70 per USD on 28 September 2026 (cbar.az; cbar.az, checked 2026-09-28). The constraint sits with the contractor: proceeds of foreign economic activity must end up in an authorised Azerbaijani bank, and failing to repatriate up to AZN 20,000 is fined at 30–50% of the amount (apa.az, checked 2026-09-28). Tax is light: an IE on the simplified regime pays 2% of gross revenue up to AZN 200,000 over any 12 months (PwC, reviewed 2026-09-28).
PayPal is not an option, because Azerbaijan is missing from PayPal’s list of countries that can receive payouts (developer.paypal.com, checked 2026-09-28). For one contractor who already sends invoices and acts, a bank wire or Wise is enough. How to choose: five questions for paying a contractor in Azerbaijan
1. Who produces the paperwork: you or the platform?
Each payment should rest on a signed services contract, the IE’s invoice and a signed acceptance act (təhvil-təslim aktı). The contractor needs them to show the money is export proceeds under a contract, and for their own tax return. For outgoing payments on imported services, the Central Bank’s rules make banks ask for the contract or invoice plus an act confirming the services were accepted (cbar.az, checked 2026-09-28). If the contractor already sends invoices and acts, a bank wire or a transfer service is enough. If you want the contract, invoice and act generated around every payment, choose a contractor platform with a document flow.
2. Dollars or manat, and through which rail?
Foreign currency arriving in a resident’s foreign-currency account is credited without restriction (same source), and the manat has been held at AZN 1.70 per USD in the Central Bank’s official rate (cbar.az, checked 2026-09-28), so a USD contract is the default. The rails price that differently:
SWIFT from your bank delivers USD or EUR; your bank’s fee, intermediary charges and the receiving bank’s tariff apply.
Wise delivers AZN to a local bank account from Wise’s own local account. Its US page quoted $41.90 to send $1,000, about 4.2% (wise.com, checked 2026-09-28).
Payoneer charges up to 2% to withdraw to a bank account in a different currency, and a USD account in a country whose currency is not the dollar does not count as a same-currency withdrawal (payoneer.com, checked 2026-09-28).
PayPal is out: Azerbaijan is absent from its payouts country list (developer.paypal.com, checked 2026-09-28).
If the contractor wants dollars in their Azerbaijani account, pay USD by SWIFT or through a platform that pays to a bank account. If they want manat and you pay small amounts, Wise is simple, but check its quote against a 3% platform fee first.
3. How much do you pay each contractor per month?
Platforms charge a percentage of each payout or a monthly seat. At 3%, the percentage equals a $19 seat at about $633 a month, a $29 seat at about $967 and a $49 seat at about $1,633. Below roughly $600 a month per contractor, percentage pricing is cheaper; above about $1,600, any seat costs less. A SWIFT wire carries bank charges on every transfer, so pay once a month.
4. Will the money land in Azerbaijan?
Azerbaijani law treats foreign-currency proceeds of foreign economic activity as money to be transferred to an authorised bank in the country. A fixed 180-day deadline is set for goods exports; for other exports the contract terms govern (vergiler.az, checked 2026-09-28). Failing to repatriate up to AZN 20,000 is fined at 30–50% of the amount (apa.az, checked 2026-09-28). Bills before the Milli Majlis in June–July 2026 would lower those fines (same source) and drop criminal liability for non-repatriation from 1 January 2027 (trend.az, checked 2026-09-28); until they take effect, the current rules apply. A payment to an account or wallet abroad becomes the contractor’s repatriation problem. The clean route is the IE’s own Azerbaijani account, on the dates in the contract.
5. Does the engagement look like employment?
One client, fixed hours and a monthly retainer with no deliverables is the profile to watch (see contractor misclassification and our hiring guide). Employment also costs more than it did: the seven-year income-tax exemption for non-oil private-sector employees ended on 1 January 2026, and pay up to AZN 2,500 a month is now taxed at 3% (PwC, reviewed 2026-09-28). If the relationship is a genuine contract but you want someone else to carry the classification work, use a Contractor of Record. 4dev acts as Contractor of Record, the contracting party for each contractor, which reduces reclassification risk. What the contractor needs to get paid
The standard form is an individual entrepreneur (fərdi sahibkar) with a tax ID (VÖEN). Registration is done online on e-taxes.gov.az with an ASAN İmza or another electronic signature (accounting.az, checked 2026-09-28). Foreign nationals need a temporary or permanent residence permit from the State Migration Service (deel.com, updated 2026-06-10).
Most freelancers working for foreign clients use the simplified tax:
2% of gross revenue for an IE that is not VAT-registered and stays under AZN 200,000 of revenue in any consecutive 12 months (PwC, reviewed 2026-09-28). Separate 6% and 8% rates apply to catering and certain consumer services (muhasibat.az, checked 2026-09-28).
Excluded from the regime, among others: licensed activities and rental or royalty income (PwC, same page).
Social insurance from 2026: 2% of income before expenses, at least AZN 60 and at most AZN 400 a month, paid by the 15th of the following month (muhasibat.az, checked 2026-09-28).
Cash withdrawn from the business account is taxed at 1% (PwC, same page).
A startup certificate from the Small and Medium Business Development Agency, available to micro and small businesses, exempts an individual’s income from the named innovation activity from income tax for 3 years under Tax Code Article 102.1.31 (muhasibat.az; banco.az, checked 2026-09-28). The provision covers income tax, not the simplified tax.

Documents and tax on the payer’s side
Withholding. Azerbaijani residents are taxed on worldwide income, and anyone with income not taxed at source or earned outside Azerbaijan files an annual return by 31 March (PwC, reviewed 2026-09-28). A foreign client pays the IE’s invoice gross; the IE pays its own simplified tax.
VAT. An IE on the simplified regime is not VAT-registered. Registration becomes mandatory above AZN 200,000 of taxable turnover in 12 months, the standard rate is 18%, and exported services are zero-rated (PwC, reviewed 2026-09-28).
US payers. Collect Form W-8BEN. Pay for personal services is sourced where the work is done, so work performed in Azerbaijan is foreign-source income (irs.gov, checked 2026-09-28) and needs no Form 1099-NEC. The IRS treats Azerbaijan as covered by the 1973 USSR income tax treaty (irs.gov, checked 2026-09-28).
What to keep on file:

the W-8BEN, if you are a US payer.
On a platform or Contractor of Record model, you keep the platform’s invoice to you, and the platform holds the contract and acts with the IE.
Where it breaks
Payment lands abroad. Proceeds of foreign economic activity are meant to reach an authorised Azerbaijani bank. Failing to repatriate up to AZN 20,000 is fined at 30–50% of the amount, and larger amounts fall under Criminal Code Article 208 (apa.az; vergiler.az, checked 2026-09-28). A 2026 bill would drop criminal liability from 1 January 2027 (trend.az, checked 2026-09-28). If a contractor asks you to pay a relative’s account or a foreign wallet, decline and pay the IE’s own account.
The manat route costs more than expected. Wise’s $41.90 on $1,000 is above a 3% platform fee at that amount, and Wise warns that dynamic charges apply to less widely used currencies. Check the quote on the day.
Less money arrives than you sent. On SHA or BEN wires, intermediary and receiving banks take their fees out of the amount; Payoneer also warns that banks may deduct processing, landing or intermediary fees on withdrawals (payoneer.com, same page). Agree in the contract who pays them, or send OUR.
The contractor switches to PayPal. It won’t work: Azerbaijani accounts can’t receive PayPal Payouts. Switch to a bank rail rather than routing through a PayPal account registered elsewhere.
The contractor outgrows the 2% regime. Above AZN 200,000 in any 12 months the IE loses simplified status and registers for VAT (PwC). Exported services are zero-rated, so the invoice amount usually holds, but the contractor’s own tax rises. That matters if you agreed a gross amount “inclusive of taxes”.
Sanctions screening. Pay only to the contractor’s own account in Azerbaijan. If the person actually lives and banks in Russia, an Azerbaijani account does not change the sanctions analysis: see paying contractors in Russia.
What's the cheapest way to pay a contractor in Azerbaijan?
It depends on the monthly amount. At 3% per payout, a percentage-fee platform costs the same as a $19 monthly seat at about $633 a month and a $49 seat at about $1,633; below that the percentage is cheaper, above it a seat wins. Wise quoted $41.90 to send $1,000 from the US and deliver manat (wise.com, checked 2026-09-28), so it is not automatically the cheapest route into Azerbaijan.
Can I pay a contractor in Azerbaijan in USD?
Yes. Azerbaijani banks credit foreign currency arriving in residents' foreign-currency accounts without restriction under the Central Bank's currency-operations rules (cbar.az, checked 2026-09-28). The Central Bank's official rate was AZN 1.70 per USD on 28 September 2026, so a USD contract carries little exchange-rate risk for either side.
Do I need to withhold tax when paying a contractor in Azerbaijan?
Not as a foreign client.
