A registered High-Technologies Park resident gets deeper breaks (multi-year profit/property exemptions; a flat 5% employee income tax from 2026), relevant only if the contractor joins a park. The contractor handles their own registration and tax; a foreign client withholds nothing.

Classification

Azerbaijan’s misclassification enforcement focuses on local employers disguising staff, not foreign clients. A genuine foreign-company-plus-Azerbaijani-IE relationship is low-risk in practice, provided the contractor invoices, controls their own work and isn’t your de facto employee.
