Most companies pay a contractor in Montenegro by euro bank transfer to the account of a registered preduzetnik (sole trader) or a one-person d.o.o., and since 7 October 2025 that transfer has run over SEPA (cbcg.me, checked 2026-09-29). The choice comes down to whether the engagement reads as employment under the Labour Law, and whether you or a platform produce the contract and documents.
Montenegro uses the euro without being in the euro area. The Deutsche Mark became sole legal tender in 2001 and full conversion to the euro followed in March 2002 (cbcg.me, checked 2026-09-29). A euro invoice paid over SEPA therefore lands unconverted, and the receiving bank may charge at most €1.99 for an incoming SEPA transfer up to €20,000 (cbcg.me, checked 2026-09-29). Dollars still go by SWIFT.
Many contractors are relocants. About 21,000 Russians were registered in Montenegro before the government decided to require visas from Russian, Belarusian and Turkish citizens from 1 November 2026 (themoscowtimes.com, checked 2026-09-29). A permit held through one’s own business now renews only after €5,000 in taxes and contributions paid the previous year (bdkadvokati.com, checked 2026-09-29).

How to choose: five questions for paying a contractor in Montenegro
1. Does the engagement look like a job?
The Labour Law defines employment as a relationship established by an employment contract (Art. 4). If an employer does not sign one before work starts, the person is deemed employed for an indefinite period from the first day (Art. 30). A legal entity that breaches Art. 30 faces a fine of €2,000 to €20,000 (Art. 208; paragraf.me, checked 2026-09-29). If the contractor has several clients, sets their own hours and uses their own equipment, a payout tool or a bank transfer is enough. If they work only for you, on your schedule, use a Contractor of Record (see contractor misclassification). 4dev acts as Contractor of Record — the contracting party for each contractor — which reduces reclassification risk. Other providers also sign as the counterparty; read the liability clause of the COR contract rather than the product name. If the role is a job in substance, Deel, Remote and Native Teams run EOR; an employer in Montenegro adds only a 0.5% unemployment contribution on top of gross pay (PwC, reviewed 7 August 2026).
2. Euros or dollars?
Montenegro’s banks joined SEPA operationally on 7 October 2025, and the central bank caps the fee for receiving a SEPA transfer at €1.99 up to €20,000 and €25 above (cbcg.me, checked 2026-09-29). Some banks charge businesses nothing: Prva Banka advertises free SEPA receipts credited by the next business day (prvabankacg.com, checked 2026-09-29). Dollars still travel by SWIFT and are converted at the receiving bank’s rate. If you hold euros, pay by SEPA or through a platform that pays out in EUR. If you hold dollars, compare a platform’s or Wise’s conversion with your bank’s SWIFT fee plus the contractor’s conversion loss.
3. Is the contractor on a residence permit tied to their own business?
Many preduzetnici and one-person d.o.o. owners are foreigners on temporary residence. Since 17 January 2026, sole traders and majority-owning directors renew an integrated work and residence permit only if the business paid at least €5,000 in taxes and contributions in the previous year (bdkadvokati.com, checked 2026-09-29). Visas for citizens of Russia, Belarus and Türkiye follow on 1 November 2026 (themoscowtimes.com, checked 2026-09-29). A contractor who loses status may keep working for you from another country, and your payment route and paperwork then change. If your team includes relocants, choose a platform that keeps each person’s contract, documents and payout details in one place and can pay to a new country.
4. How much do you pay each month?
Platforms charge a percentage per payout, a monthly seat or a flat fee per withdrawal. At 3%, a $29 seat is cheaper once you pay more than about $967 a month. For Contractor of Record, a per-payment fee of 3.5–5.5% equals a $325 monthly fee only at roughly $5,900–9,300 a month. A preduzetnik billing just under the €30,000 VAT registration threshold (PwC, reviewed 7 August 2026) invoices about €2,500 a month: there a 3% fee (€75) already costs more than a $29 seat, while a per-payment Contractor of Record fee (about €88–138) stays well below $325. On large invoices, a seat or a flat fee per withdrawal wins.
5. Who writes the IP clause?
Montenegro’s copyright law gives the client all rights in software made under a commission contract, unless the contract says otherwise (Art. 115). For any other work (design, texts, video), economic rights move only by a written contract (Art. 81), and a clause assigning all of an author’s future works is void (Art. 80; WIPO Lex, checked 2026-09-29). If you have your own contract with a written assignment, a transfer service is enough. If you want the contract, the IP transfer and the closing documents produced for every contractor, choose a contractor platform with a document flow.
Rule of thumb. A multi-client contractor invoicing in euros: SEPA, Wise or a percentage-fee platform. A team, relocants, or work where IP matters: a contractor platform that generates contracts and documents. One client, full-time, your hours: a Contractor of Record, or EOR if it is a job. What the contractor needs to get paid
Most contractors register as a preduzetnik with the Central Registry of Business Entities (CRPS). Registration costs €10 plus €12 for publication in the Official Gazette, and a foreign applicant files a certified copy of their passport. A preduzetnik answers for business obligations with all of their personal property (biznis.gov.me, checked 2026-09-29), which is one reason higher earners set up a d.o.o. instead: its minimum share capital is €1 (karanovicpartners.com, checked 2026-09-29), and it pays 9% corporate tax on profit up to €100,000 (PwC, reviewed 7 August 2026).
To receive money the contractor needs:
a tax ID from registration and an account at a Montenegrin bank;
an invoice for each payment. Montenegro’s e-fiscalisation covers non-cash invoices as well as cash ones, and each invoice receives a unique code from the tax authority (investitor.me, checked 2026-09-29);
for a foreigner, a valid residence and work permit.
An invoice to a foreign business carries no Montenegrin VAT, because B2B services are supplied where the recipient has its seat (KPMG, checked 2026-09-29). Documents and tax on the payer’s side
Withholding. A foreign client pays the invoice gross. The contractor pays their own income tax: for a preduzetnik, 0% on annual profit up to €8,400, 9% up to €12,000 and 15% above, plus a municipal surtax of 13%, or 15% in Podgorica and Cetinje (PwC, reviewed 7 August 2026).
US payers. Collect Form W-8BEN from a preduzetnik, who is an individual, or W-8BEN-E from a d.o.o. Montenegro is not on the IRS list of income tax treaties, and neither is the former Yugoslavia (irs.gov, checked 2026-09-29). Montenegro’s own treaty list does not include the US (PwC, reviewed 7 August 2026). The place where services are performed generally determines the source of the income (irs.gov, checked 2026-09-29), so work done in Montenegro is foreign-source and needs no Form 1099-NEC.
What to keep on file:
the signed services contract with scope, rate, currency, payment terms and a written transfer of economic rights;
the contractor’s invoices, with number, date and fiscal code;
payment confirmations with the SEPA or SWIFT reference;
the W-8BEN or W-8BEN-E, if you are a US payer.
On a platform or Contractor of Record model, you keep the platform’s invoice to you, and the platform holds the contract and invoices with the contractor.
Where it breaks
The payment waits for an allocation. Addiko, for example, notifies a business client when money arrives from abroad and credits the account once the client sends an allocation of the inflow (addiko.me, checked 2026-09-29). Put the invoice number and period in the payment reference: banks report the amount and purpose of every foreign payment above €1 to the central bank (cbcg.me, checked 2026-09-29), and a clear reference speeds the allocation.
Expecting seconds. The central bank describes the instant payment system launched on 20 July 2026 as domestic (cbcg.me, checked 2026-09-29). Plan payments from abroad on SEPA credit transfer timing, up to one business day, and set invoice due dates accordingly.
The contractor loses residence. A permit tied to one’s own business renews only after €5,000 in taxes and contributions paid the previous year (bdkadvokati.com, checked 2026-09-29). Authorities also cross-check company activity and residence data for about 13,500 Turkish citizens holding permits (pragueprocess.eu, checked 2026-09-29). Money parked abroad. Payments to and from abroad are free under Art. 2 of the Law on current and capital operations with foreign countries (cbcg.me, checked 2026-09-29), and residents may hold accounts abroad, but a resident entrepreneur or individual must report the balance and turnover of each foreign account to the central bank on form RN-1 every month, by the 10th (cbcg.me, checked 2026-09-29). A contractor who asks to be paid into a Wise or other foreign account then owes that monthly report.
A USD wire shrinks. On SHA or BEN wires, intermediaries deduct their fees, and a USD amount credited to a euro account is converted at the bank’s rate. Invoice in euros where you can.
A local entity pays. If your Montenegrin subsidiary engages a contractor for work that is a job in substance, Art. 30 of the Labour Law deems it indefinite employment and Art. 208 sets fines of €2,000 to €20,000 for the legal entity (paragraf.me, checked 2026-09-29).
Rates reopen in 2027. The government has proposed a “Euro model” package that would raise net minimum wages to €1,000–1,400 from January 2027 and abolish the 10% pension contribution (danas.rs, checked 2026-09-29). It is not law yet; if it passes, contractors comparing their invoice with a salary may ask to reprice.
