How to pay contractors in Albania

Most companies pay a contractor in Albania by euro transfer over SEPA to the contractor’s EUR account, or through a platform that also produces the contract. Albanian banks have processed SEPA credit transfers since 7 October 2025, and they may charge no more than €3 to receive one (bankofalbania.org, checked 2026-09-29). What decides the route is the currency you pay from and how much of the contract you want drafted for you.

The usual contractor is a self-employed natural person (person fizik) registered with a NIPT tax number. Until 31 December 2029 they pay 0% income tax on turnover up to ALL 14 million a year (PwC Tax Summaries, reviewed 2026-07-22); a 2024 Constitutional Court ruling kept liberal professions inside that regime. They still pay social and health contributions, and every invoice they issue, including one to you, has to be fiscalised with the tax authority.

Two local rules matter to a foreign payer. A self-employed person earning 80% or more from one client has that income taxed as employment income, unless every client is a non-resident without an Albanian permanent establishment (karanovicpartners.com, checked 2026-09-29). And a copyright contract that omits territory and term covers only Albania, for three years, or five for adapted versions (Law 35/2016, Article 48; English text, checked 2026-09-29).

How to choose: four questions for paying contractors in Albania

SEPA made euro transfers to Albania cheap in October 2025, and the lek has no exchange controls. What differs between payers is the currency they hold, the contractor’s client mix, the monthly amount and who writes the IP terms.

1. Do you pay from euros or from dollars?

From a euro account, pay by SEPA credit transfer to the contractor’s EUR IBAN. An Albanian bank may charge at most €3 to receive one, and a transfer executes by the next business day at the latest (EEAS, checked 2026-09-29). The cap binds Albanian banks only; your own bank’s charge for a SEPA payment to a non-EU country is outside the Bank of Albania’s reach (bankofalbania.org, checked 2026-09-29), so check your tariff.

From dollars, the contractor’s bank converts a USD wire that lands in a lek account. Wise delivers lek from its local route, but quoted 49.15 USD on 1,000 USD by direct debit, about 4.9% (wise.com, checked 2026-09-29). That is more than a 3% platform fee.

If you hold euros: SEPA from your bank, or any platform that pays to an IBAN. If you hold dollars and the contractor prices in euros: convert on your side at a known rate and send euros, or use a platform whose fee on your amount beats the Wise quote.

2. Does the contractor work only for foreign clients?

The 2023 Income Tax Law taxes a self-employed person’s income as employment income when 80% or more comes from one client, or 90% or more from fewer than three. It does not apply when the person serves only non-residents or entities with no permanent establishment in Albania (Law 29/2023, Article 12; karanovicpartners.com, checked 2026-09-29). A developer working only for you keeps business-income treatment and the 0% regime. Add one Albanian client and the exception goes. Employment income is taxed at 13% up to ALL 2,040,000 a year and 23% above (PwC Tax Summaries, reviewed 2026-07-22). The tax falls on the contractor, and may reopen the rate.

The tax exception says nothing about how the work is run. A full-time developer on your hours, your tools and your instructions is doing a job, whatever the invoice says (see contractor misclassification).

If the contractor has several clients and scoped work: a payout tool or a bank transfer. 3. How much do you pay each contractor a month?

At 3% per payout, a percentage fee equals a $19 seat at about $633 a month, $25 at about $833, $29 at about $967 and $49 at about $1,633. A €149 Contractor of Record fee equals 3% at about €4,967. Above those amounts a flat seat is cheaper.

If you pay one contractor a modest amount: SEPA, Wise or a percentage-fee platform. If you pay a team with large invoices: compare seat prices on your real monthly totals.

4. Who writes the IP terms?

Albanian copyright law sets formal conditions for a transfer. A copyright contract is valid only in writing and must state the rights, exclusivity, scope, territory, term and remuneration. Without a territory it covers only Albania; without a term it runs three years, or five for adapted versions (Article 48). For commissioned work the author keeps the economic rights unless the contract says otherwise (Article 67). The employer rule for software in Article 89 covers employees, not contractors (Law 35/2016; English text, checked 2026-09-29).

If you have your own lawyer-reviewed contract: a payment rail is enough. If you want the contract generated per contractor: a platform whose contract carries a written transfer with worldwide territory and a term for the full duration of the rights. Albania has no currency control to plan around. The lek floats freely, and the government and central bank impose no restrictions on payments and transfers for international transactions (state.gov, 2025 Investment Climate Statement, checked 2026-09-29).

What the Albanian contractor needs to get paid

The usual form is a self-employed natural person (person fizik). Registration is online through e-Albania, free, and decided within one business day; the certificate carries the NIPT, the tax identification number. Since 2023 the application needs an electronic signature, and a foreign national applies through an Albanian representative holding a notarised power of attorney (alprofitconsult.al, checked 2026-09-29). Some contractors use a limited company (sh.p.k.) instead.

On tax, a person fizik pays 0% income tax on turnover up to ALL 14 million a year until 31 December 2029 (PwC Tax Summaries, reviewed 2026-07-22). Social and health contributions are due regardless, at least ALL 14,900 a month in 2026 (see the hiring guide).

To receive money, the contractor needs a EUR account at an Albanian bank for SEPA, or any account for Wise. Each payment needs an invoice, and every invoice has to be fiscalised: issued through certified software, signed with the taxpayer’s electronic certificate and registered with the tax authority, from the first sale and with no turnover threshold (fature.al, checked 2026-09-29). A certified Albanian tax consultant confirms this covers invoices to foreign companies, in any currency, with the value recorded in lek (sherbimekontabiliteti.al, checked 2026-09-29).

Documents and tax on your side

VAT. For a business customer the place of supply is in Albania only if the customer is established there, and registration is compulsory only above ALL 10 million of turnover (PwC Tax Summaries, reviewed 2026-07-22). The invoice to your company carries no Albanian VAT. EU payers account for VAT at home under their own reverse-charge rules.

Withholding. Albanian withholding duties sit with payers in Albania. A foreign client without an Albanian presence pays the contractor’s invoice gross, and the contractor files an annual return by 31 March of the following year (KPMG Albania, checked 2026-09-29).

US payers. Collect Form W-8BEN from a person fizik, or W-8BEN-E from an sh.p.k. The US has no income tax treaty with Albania: it is not on the IRS treaty list (irs.gov, checked 2026-09-29). No treaty is needed for work done in Albania, because personal service income is sourced where it is performed (irs.gov, checked 2026-09-29), and foreign-source income is exempt from NRA withholding (irs.gov, checked 2026-09-29). No Form 1099-NEC either.

What to keep, per contractor:

  1. The signed services contract, with the IP transfer stating territory and term.
  2. Each fiscalised invoice, with the contractor’s NIPT.
  3. Proof of payment matching each invoice.
  4. W-8BEN (US payers).

On a platform or Contractor of Record model, you keep the platform’s invoice; the platform holds the contractor’s contract.

Where payments to Albania break

  • Your bank prices Albania as outside the EU. The Bank of Albania capped what Albanian banks charge, €2 to send up to €20,000 and €3 to receive, but says fees set by European banks are outside its authority (bankofalbania.org, checked 2026-09-29). Albania is not in the EU, so the EU rule that a cross-border euro payment costs the same as a domestic one (Regulation 2021/1230) does not cover this route. Check your tariff for SEPA payments to non-EU countries.
  • Expecting instant euros. All 11 Albanian banks applied to the SEPA Credit Transfer scheme (bankofalbania.org, checked 2026-09-29), and in March 2026 the World Bank still described instant payments as expected later in the year. Plan on next-day settlement.
  • A USD wire into a lek account. SEPA carries euros only. A dollar wire goes by SWIFT, intermediaries can deduct fees, and if the contractor’s account is in lek the bank converts at its own rate. Paying lek through Wise avoids the conversion but cost 49.15 USD per 1,000 USD on the day we checked.
  • An invoice that was never fiscalised. A PDF from your platform or accounting tool does not replace the contractor’s fiscalised invoice; a global invoicing platform is not sufficient by itself, and registered invoices can’t be cancelled, only corrected by a new fiscalised one (fature.al, checked 2026-09-29). Ask for the fiscalised version with each payment.
  • The contractor takes an Albanian client. A self-employed person serving only non-residents is outside the 80% one-client rule; one resident client brings it back, and their self-employment income can be taxed as employment income at 13% or 23% (Law 29/2023, Article 12; karanovicpartners.com, checked 2026-09-29). A rate agreed as “all-in” may come back for renegotiation.
  • PayPal. Albania does not appear in the country table on PayPal’s Payouts developer page (developer.paypal.com, checked 2026-09-29). Don’t make it the default rail.
  • A slow first registration. A foreign national needs a notarised power of attorney, apostilled if signed abroad, for an Albanian representative to register the person fizik. Budget for that before the first invoice.

Do I need to withhold tax when paying a contractor in Albania?

Not as a foreign client without a presence in Albania: you pay the invoice gross.
