Companies pay a contractor in Belgium by euro transfer over SEPA to the contractor’s IBAN, from their own bank, through a transfer service, or through a platform that also holds the contract and documents. The rail is cheap and fast; what decides the tool is the currency you hold and how closely the engagement resembles a job under Belgium’s 2006 law on the nature of employment relationships.
Most contractors are self-employed (zelfstandige in Dutch, indépendant in French), registered in the Crossroads Bank for Enterprises (KBO/BCE), or they invoice through a BV/SRL company. They pay their own quarterly social contributions, 20.5% of net income up to €75,024.54 in 2026 (inasti.be, checked 2026-09-29), so you withhold nothing. Their invoices to you carry no Belgian VAT, and the Peppol e-invoicing mandate in force since 1 January 2026 covers B2B invoices between Belgian VAT payers, not those to a client established abroad (European Commission, checked 2026-09-29).
Paying in dollars is where money leaks. KBC charges the contractor 0.121%, at least €9.68, to receive a transfer in another currency or from outside SEPA (KBC tariff, checked 2026-09-29). One contractor paid from a euro account needs nothing more than a bank transfer. A team, or a full-time role for a single client, points to a platform with a document flow or a Contractor of Record. Classification, contributions and IP in detail are in our hiring guide.

How to choose: four questions for paying contractors in Belgium
Getting euros to a Belgian IBAN is routine; the choice of tool comes down to your currency, where your company is established, the monthly amount and how the work is organised.
1. Do you pay from euros, or from dollars and other currencies?
From a euro account at an EU bank, pay by SEPA. A standard transfer must reach the contractor’s bank by the end of the next business day (PSD2, Article 83, checked 2026-09-29). Belgian banks have offered instant transfers at no extra cost since 9 January 2025 (febelfin.be, checked 2026-09-29).
From another currency, the cost lands on the contractor unless you convert first. KBC treats a transfer in a non-euro currency, or from outside SEPA, as international and charges 0.121% to receive it, at least €9.68 and at most €145.20; its conversion rates carry a 1% margin (KBC consumer tariff, 1 August 2026, checked 2026-09-29). Wise quoted 9.87 USD to send 1,000 USD to Belgium by bank transfer (wise.com, checked 2026-09-29), paid out as EUR locally.
If you hold euros in the EU: SEPA from your bank or any platform paying to an IBAN. If you hold dollars: a service that converts at a disclosed rate and pays EUR locally, not a USD wire.
2. Is your company established in Belgium, elsewhere in the EU, or outside the EU?
Business services are taxed where the customer is established (VAT Code, Article 21 §2), so you pay no Belgian VAT. An EU client gets an invoice marked “Autoliquidation : article 21 § 2 du Code belge de la TVA” (liantis.be, checked 2026-09-29) and self-accounts at home; a non-EU client gets an invoice without VAT.
E-invoicing splits payers the same way. Since 1 January 2026 B2B invoices between Belgian VAT payers must go over Peppol, even from contractors on the small-business franchise (efacture.belgium.be, checked 2026-09-29). Foreign taxpayers holding only a Belgian VAT number are excluded as customers, and services taxed in another EU country are outside the scope (European Commission, checked 2026-09-29).
If you are outside Belgium: a PDF invoice is fine, and any platform that stores invoices works. If a Belgian branch of yours is the customer: it must receive Peppol invoices; the tolerance for late adopters ended with the first quarter of 2026 (einvoice.belgium.be, checked 2026-09-29).
3. How much does each contractor bill a month?
At 3% per payout, a percentage fee equals a $25 monthly seat at about $833 of invoices, a $29 seat at about $967 and a $40 seat at about $1,333. A contractor self-employed as a side activity (activité complémentaire) owes no social contributions below €1,922.16 of annual income (Partena 2026 scale, checked 2026-09-29), and may bill only a few hundred euros a month. A plain SEPA transfer has no per-contractor fee, but you assemble the contract file yourself.
If you pay small amounts: a bank transfer, a free contractor tier or a percentage fee. If you pay a team on full-time rates: a flat seat, checked against real monthly totals.
4. Would the engagement pass the 2006 law’s four criteria?
Belgian status turns on the parties’ agreement, freedom to organise the work, freedom to organise working time, and the possibility of hierarchical control (commissionrelationstravail.belgium.be, checked 2026-09-29). The agreement counts only if practice matches it. After a reclassification the ONSS can claim employer and employee contributions for three years, or seven in case of fraud, with a 10% surcharge (xerius.be, checked 2026-09-29). Either party can ask the Commission on work relationships for a ruling, before the work starts or within its first year, decided within three months (procedure, checked 2026-09-29).
If the contractor sets their own hours and serves several clients: a transfer rail or contractor platform. If the role is one client, full-time, under your direction: a Contractor of Record. 4dev acts as Contractor of Record — the contracting party for each contractor — which reduces reclassification risk. Deel, Remote, Multiplier and Rivermate sell the same model; read the liability clause in the COR contract rather than the product name. If it is a job in substance: an Employer of Record such as Deel, Remote or Multiplier. Compare all platforms in the contractor payouts rating.
A contractor platform that acts as Contractor of Record: 4dev contracts with each contractor and the client contracts with 4dev, which reduces reclassification risk without removing it. It onboards contractors with automatic KYC, keeps IP assignment and closing documents in one flow, and pays out by bank transfer, card or USDT across 150+ countries on a published fee of 3% or less.
Why it fitsBelgian law reads copyright transfers narrowly, use by use; 4dev's contract carries the IP assignment, and closing documents follow each payout. 3% or less.
Why it fitsAfter a reclassification the ONSS can claim three years of both contribution shares; at $325 a month Deel signs with the zelfstandige instead of you.
A mature, transparent-fee cross-border payments leader: pay up to 1,000 contractors at once via BatchTransfer, send to 160 countries and hold 40 currencies at the mid-market rate with upfront, usage-based fees. Excellent as a contractor-payout rail — but it is not a contractor-management or compliance tool (no contracts, no EOR/COR, no payroll).

What the Belgian contractor needs to get paid
A Belgian contractor is usually a self-employed person (zelfstandige / indépendant) working as a sole trader, either as a main activity or as a side activity next to a job, or the manager of a BV/SRL company that invoices you. To operate legally they need:
An enterprise number. A sole trader registers in the Crossroads Bank for Enterprises (KBO/BCE) through an approved enterprise counter; the fee is €111.50 per establishment unit in 2026 (UCM tariff 2026, checked 2026-09-29). The Belgian VAT number is the same number preceded by “BE” (liantis.be, checked 2026-09-29). You can look it up in the public KBO search.
A social insurance fund. Affiliation is due before the activity starts (inasti.be, checked 2026-09-29). The fund collects quarterly contributions of 20.5% of net income up to €75,024.54 and 14.16% up to €110,562.42 in 2026 (inasti.be, checked 2026-09-29).
A VAT status. The standard rate is 21% (PwC Tax Summaries, reviewed 2026-09-10). Contractors with turnover up to €25,000 can use the small-business franchise (finances.belgium.be, checked 2026-09-29); either way, a B2B invoice to you carries no Belgian VAT.
A EUR IBAN in the name on the invoice: the person’s own for a sole trader, the company’s for a BV/SRL.
Each period the contractor sends an invoice with their enterprise number. For an EU business it carries your VAT number and the reverse-charge mention. Registration, contributions, the 2006 law and IP are covered in our hiring guide.
Documents and tax on your side
VAT. A service to a business is taxed where the customer is established (Belgian VAT Code, Article 21 §2). An EU client’s invoice reads “Autoliquidation : article 21 § 2 du Code belge de la TVA” (liantis.be, checked 2026-09-29); check the contractor’s VAT number in VIES and self-account at home.
E-invoicing. The Peppol mandate of 1 January 2026 covers B2B invoices between Belgian VAT payers. Foreign taxpayers with only a Belgian VAT number are excluded as customers, and services taxed in another EU country are outside it; e-reporting is planned for 2028 (European Commission, checked 2026-09-29). A company established abroad keeps receiving PDF invoices.
Withholding. None for a foreign client. The contractor pays their own contributions and income tax, progressive from 25% to 50%, the top rate applying from €49,840 for income year 2025 (PwC Tax Summaries, reviewed 2026-09-10).
US payers. Collect Form W-8BEN from a sole trader or W-8BEN-E from a BV/SRL. Income from work performed outside the US is exempt from NRA withholding and normally needs no Form 1042-S (irs.gov, checked 2026-09-29); no Form 1099-NEC either. The US–Belgium treaty, in force since 28 December 2007 (treasury.gov, checked 2026-09-29), handles independent services under Article 7, business profits: the US may tax them only through a permanent establishment there (IRS technical explanation, checked 2026-09-29).
What to keep, per contractor:
The signed services contract with scope, rate, currency and a written IP assignment.
Each invoice with the enterprise number, and the reverse-charge mention for EU payers.
Proof of payment matching each invoice.
W-8BEN or W-8BEN-E (US payers) or the VIES check (EU payers).
On a platform or Contractor of Record model, you keep the platform’s invoice and the platform holds the contract with the contractor.
Where payments to Belgium break
Euros sent from outside SEPA. KBC counts a transfer as international if it comes from a country outside the SEPA zone, even in euros, and charges the receiving fee of 0.121%, minimum €9.68 (KBC tariff, checked 2026-09-29). A US company paying EUR from its US bank still costs the contractor money; a service with a local European payout does not.
The contractor’s bank converts. A USD wire landing in a EUR account is converted at the bank’s reference rate, which at KBC includes a standard 1% margin on top of the receiving fee (same source). On a €5,000 invoice that is roughly €50 of margin plus the €9.68 minimum commission, gone before the contractor sees it.
The payee name does not match. Belgian banks began Verification of Payee in June 2025, ahead of the 9 October 2025 legal date. You see “match”, “close match” or “no match” and decide whether to send (febelfin.be, checked 2026-09-29). The common cause is paying a BV/SRL invoice to the manager’s personal account, or the reverse. Pay the entity named on the invoice.
A Peppol mix-up. A client established abroad is outside the mandate, but a Belgian branch that is the customer must receive Peppol invoices, and the FPS Finance tolerance ended after the first quarter of 2026 (einvoice.belgium.be, checked 2026-09-29). Agree which entity is invoiced before the first invoice.
The engagement is reclassified. Payment is only half the file. If the relationship fails the 2006 law’s criteria, the ONSS can claim three years of employer and employee contributions, seven in case of fraud, with a 10% surcharge (xerius.be, checked 2026-09-29). See contractor misclassification.
Frequently asked questions
What's the cheapest way to pay a contractor in Belgium?
From a euro account in the EU, a SEPA transfer. Belgian banks have offered instant transfers at no extra cost since 9 January 2025 (febelfin.be, checked 2026-09-29). From dollars, Wise quoted 9.87 USD to send 1,000 USD to Belgium by bank transfer and 5.47 USD by direct debit (wise.com, checked 2026-09-29). A USD wire is usually the dearest route, because the contractor's bank charges to receive it.
Can I pay a contractor in Belgium in USD?
Yes. Belgium has no currency control, but the contractor pays for it. KBC treats any transfer in a currency other than the euro, or from a country outside SEPA, as international: it charges 0.121% of the amount, at least €9.68 and at most €145.20, and its conversion rates carry a 1% margin (KBC consumer tariff of 1 August 2026, checked 2026-09-29). Converting on your side and sending EUR avoids both.
Do I need to withhold tax when paying a contractor in Belgium?
Not as a foreign client. The contractor pays progressive income tax of 25% to 50%, with the top rate from €49,840 for income year 2025 (PwC Tax Summaries, reviewed 2026-09-10), and their own quarterly social contributions. US payers collect Form W-8BEN; work done in Belgium is foreign-source income, exempt from US NRA withholding (irs.gov, checked 2026-09-29).
Will a Belgian contractor charge my company VAT?
No, in the usual B2B case. A service to a business is taxed where the customer is established (Belgian VAT Code, Article 21 §2), so the invoice carries no Belgian VAT. For a client in another EU state it says 'Autoliquidation : article 21 § 2 du Code belge de la TVA' (liantis.be, checked 2026-09-29), and you account for VAT at home. A client outside the EU simply gets an invoice without VAT.
Does Belgium's Peppol e-invoicing mandate apply to invoices my Belgian contractor sends me?
Not if your company is established abroad. Since 1 January 2026 structured e-invoices over Peppol are mandatory for B2B transactions between Belgian VAT payers; foreign taxpayers holding only a Belgian VAT number are excluded as customers, and services taxed in another EU country are out of scope (European Commission, checked 2026-09-29). A PDF invoice stays valid for you. A Belgian branch of your company is in scope.
Can a Belgian contractor be reclassified as my employee?
Yes. Title XIII of the Programme Law of 27 December 2006 weighs four criteria: what the parties agreed, freedom to organise the work, freedom to organise working time, and whether hierarchical control is possible (commissionrelationstravail.belgium.be, checked 2026-09-29). On reclassification the ONSS can claim contributions for three years, seven in case of fraud, plus a 10% surcharge and interest (xerius.be, checked 2026-09-29).
How much does a Belgian contractor pay in social contributions?
In 2026, 20.5% of net professional income up to €75,024.54 and 14.16% on the part up to €110,562.42, with nothing above (inasti.be, checked 2026-09-29). They pay quarterly, at least €927.82 a quarter in a main activity, and nothing as a side activity below €1,922.16 of annual income (Partena 2026 scale, checked 2026-09-29). None of it is deducted from your payment.
Does the US–Belgium tax treaty matter when I pay a Belgian contractor?
Only if the contractor works in the US. The treaty was signed on 27 November 2006 and entered into force on 28 December 2007 (treasury.gov, checked 2026-09-29). It has no separate article on independent services: they fall under Article 7, so the US taxes them only if attributable to a permanent establishment there (IRS technical explanation, checked 2026-09-29). Work done in Belgium is foreign-source income anyway.
