Companies pay a contractor in Cyprus by euro transfer over SEPA to the contractor’s IBAN, from their own bank, through a transfer service, or through a payout platform that also produces the contract and documents. Cyprus adopted the euro on 1 January 2008 (European Commission, checked 2026-09-29) and has no currency control, so the choice depends on the currency you hold, whether you are an EU business, and how many questions the contractor’s bank is likely to ask.
Most contractors are self-employed sole traders; some invoice through a Cyprus limited company. The tax reform in force since 1 January 2026 raised the tax-free band to €22,000, with rates of 20% to 35% above it, and lifted corporate tax to 15% (PwC Tax Summaries, reviewed 2026-08-04). Much of the tech workforce comes from abroad: of 48,200 people employed in the sector in 2025, 12,400 were non-EU nationals, according to a KPMG Cyprus study (CBN, checked 2026-09-29). A contractor on a Digital Nomad permit may only serve clients or an employer located abroad and must show at least €3,500 a month in net income (gov.cy, checked 2026-09-29), so your contract and invoices are part of their evidence.
For one contractor paid from a euro account, SEPA or a transfer service is enough. A team, a full-time role for one client, or a contractor whose bank asks for documents points to a platform with a document flow, or a Contractor of Record. Classification, social insurance and IP are covered in our hiring guide.

How to choose: five questions for paying contractors in Cyprus
Sending euros to a Cypriot IBAN is simple. The choice of tool depends on the currency you pay from, your VAT position, invoice size, where your paying company sits and how much the role looks like a job.
1. Do you pay from euros, or convert from another currency?
From a euro account at an EU bank, pay by SEPA. A standard credit transfer reaches the contractor’s bank by the end of the next business day (EBA, PSD2 Article 83, checked 2026-09-29). Cypriot banks have sent instant euro payments since 9 October 2025; they arrive in about 10 seconds and cannot cost more than a regular transfer (Cyprus Mail; Central Bank of Cyprus, checked 2026-09-29). On the receiving side, Bank of Cyprus charges an individual nothing for an incoming euro payment up to €10,000 and €4 up to €50,000.
From dollars, someone converts. If a USD wire lands in the contractor’s euro account at Bank of Cyprus, they pay €2 to €10 to receive it plus a 0.40% exchange commission, minimum €5 and maximum €400 (Bank of Cyprus tariff, June 2026, checked 2026-09-29). Wise quoted 3.44 USD to send 1,000 USD to Cyprus from a Wise balance, delivered as euros (wise.com, checked 2026-09-29).
If you hold euros in the EU: SEPA from your bank, or any platform that pays to an IBAN. If you hold dollars: convert before the money reaches Cyprus, with a transfer service or a platform that pays euros locally.
2. Are you a business in another EU state?
Services to a business are taxed where the customer is, so an EU client self-accounts for VAT under reverse charge. The Cypriot side has a trap: a contractor supplying such services must register for VAT with a nil threshold and file monthly VIES statements by the 15th (rightax.com.cy, checked 2026-09-29). The usual €15,600 threshold (businessincyprus.gov.cy, checked 2026-09-29) does not protect them.
If you are an EU business: get the contractor’s CY VAT number before the first payment and check it in VIES. If you are outside the EU: an invoice without Cypriot VAT is normal.
3. How large are the monthly invoices?
At 3%, a percentage fee matches a $29 seat at about $967 of monthly invoices, a $40 seat at about $1,333 and a €149 Contractor of Record fee at about €4,967. A contractor on a Digital Nomad permit needs at least €3,500 a month in net income (gov.cy, checked 2026-09-29), so their gross invoices sit above the first two break-even points.
If invoices are small or irregular: a percentage fee or a transfer service. If a standing team bills several thousand euros each: check flat seats against your actual monthly total.
4. Is your paying company in Cyprus?
A non-EU national on a Digital Nomad permit must be employed by a company registered abroad or serve clients located abroad (gov.cy, checked 2026-09-29). A contract with your Cypriot subsidiary does not fit that condition.
If the contractor holds that permit: contract and pay from a company outside Cyprus, or through a platform that contracts from abroad. If they are an EU national or hold another status: the question does not arise.
5. Does the role look like a job?
Cypriot courts ask whether the person runs a business on their own account, and control and subordination are often decisive (Mondaq, Clerides & Associates, checked 2026-09-29). If a sole trader is recast as your employee, employer social insurance and fund contributions of 12.5% and GeSY of 2.9% fall due (KPMG, April 2026, checked 2026-09-29). See contractor misclassification.
If the work is scoped and multi-client: a transfer rail or a contractor platform. If it is full-time for you alone: a Contractor of Record. 4dev acts as Contractor of Record — the contracting party for each contractor — which reduces reclassification risk. Other COR providers also sign as the contractor’s counterparty; read the liability clause in the COR contract, not the product name. If it is a job in substance: an Employer of Record such as Deel, Remote, Multiplier, Oyster or Rivermate. Compare the field in the contractor payouts rating.
A contractor platform that acts as Contractor of Record: 4dev contracts with each contractor and the client contracts with 4dev, which reduces reclassification risk without removing it. It onboards contractors with automatic KYC, keeps IP assignment and closing documents in one flow, and pays out by bank transfer, card or USDT across 150+ countries on a published fee of 3% or less.
Why it fitsContract, closing documents and payout together record clients abroad and steady income, which a Digital Nomad permit holder must show; 3% or less.
Why it fitsA recast sole trader brings 12.5% employer social insurance and funds plus 2.9% GeSY; Deel's $325-a-month Contractor of Record, as counterparty, lowers that exposure.
Why it fitsCyprus's 50% tax exemption on pay above €55,000 covers employment income only; Remote's EOR, $699 a month, can move a relocated specialist onto payroll.
A mature, transparent-fee cross-border payments leader: pay up to 1,000 contractors at once via BatchTransfer, send to 160 countries and hold 40 currencies at the mid-market rate with upfront, usage-based fees. Excellent as a contractor-payout rail — but it is not a contractor-management or compliance tool (no contracts, no EOR/COR, no payroll).

What the Cypriot contractor needs to get paid
A self-employed contractor registers with the Tax Department for a tax identification code and, if their turnover requires it, for VAT (businessincyprus.gov.cy, checked 2026-09-29). They also register with Social Insurance Services as self-employed and pay 16.6% of insurable earnings every three months (businessincyprus.gov.cy, checked 2026-09-29). Each occupation has a weekly floor: for a professional in the first ten years it is €485.67, which comes to €1,048.08 a quarter in 2026 (Social Insurance Services, checked 2026-09-29). A 4% GeSY contribution comes on top (PwC Tax Summaries, reviewed 2026-08-04).
VAT. The standard rate is 19%. Registration is compulsory above €15,600 of taxable supplies in 12 months, and from the first invoice for a contractor who supplies services to businesses in other EU states under reverse charge (rightax.com.cy, checked 2026-09-29). Each invoice to an EU business carries their CY VAT number and a “reverse charge” note, which the VAT Directive requires (Article 226(11a)).
Bank account. A EUR IBAN in their own name. It need not be Cypriot: under the SEPA Regulation an EU payer may not specify the member state where a reachable payee account sits (Regulation 260/2012, Article 9).
Residence status. A non-EU national on a Digital Nomad permit must work for a company registered abroad or for clients located abroad, with net income of at least €3,500 a month (gov.cy, checked 2026-09-29). Your contract is part of how they show it.
Tax regimes, non-dom status and IP are covered in our hiring guide.
Documents and tax on your side
Withholding. A foreign client pays the invoice gross. The self-employed contractor pays income tax in provisional instalments on 31 July and 31 December (PwC Tax Summaries, reviewed 2026-08-04) and social insurance quarterly, due one month and ten days after the quarter ends (kpsa.com.cy, checked 2026-09-29).
VAT. EU payers self-account for VAT at home and keep a VIES check of the contractor’s CY VAT number. Payers outside the EU receive an invoice with no Cypriot VAT.
US payers. Collect Form W-8BEN from a sole trader, W-8BEN-E from a Cyprus Ltd. Personal service income is sourced where the work is performed (irs.gov, checked 2026-09-29), and foreign-source income is exempt from NRA withholding with no Form 1042-S normally required (irs.gov, checked 2026-09-29); no Form 1099-NEC either. The US–Cyprus convention was signed on 19 March 1984 and entered into force on 31 December 1985. Its Article 17 lets the US tax a Cypriot’s independent services only after 183 days there in a taxable year or with a fixed base there (irs.gov, checked 2026-09-29).
What to keep, per contractor:
The signed services contract: scope, rate, currency, a written IP assignment and, for a Digital Nomad permit holder, your company’s address outside Cyprus.
Each invoice, with the CY VAT number and reverse-charge note for EU payers.
Proof of payment matching each invoice, with the invoice number in the reference.
W-8BEN or W-8BEN-E (US payers), or the VIES check (EU payers).
On a platform or Contractor of Record model, you keep the platform’s invoice, and the platform holds the contract with the contractor.
Where payments to Cyprus break
The contractor’s bank opens a review. Bank of Cyprus prices a “transaction investigation for enhanced due diligence” at 0.50%, minimum €30 on an individual’s account (individuals’ tariff), and minimum €100 up to €10,000 on a company’s (legal entities’ tariff, both checked 2026-09-29). A payment reference that matches the invoice, and a contract the contractor can show, keep reviews short.
Dollars converted at the receiving end. A USD wire into a euro account triggers the 0.40% exchange commission, minimum €5, and intermediaries can deduct fees on the way, so the contractor receives less than the invoice. Pay in euros.
A name mismatch on the IBAN. Payment service providers must check that the IBAN matches the payee’s name and warn the payer of a mismatch (Central Bank of Cyprus, checked 2026-09-29). A trading name on the invoice that differs from the account holder’s name will trigger it; record the name exactly as the bank holds it.
A Cypriot payer for a Digital Nomad permit holder. The scheme covers work for an employer registered abroad or clients located abroad. A contract signed with, or paid by, your Cyprus subsidiary does not fit that condition and puts the contractor’s permit at risk; keep the contracting and paying entity outside Cyprus.
An EU invoice without a CY VAT number. A contractor below €15,600 may assume they need no VAT registration. For EU business clients that is wrong, and a missing number leaves you with an invoice you cannot match in VIES. Ask for the number before the first payment.
Frequently asked questions
What's the cheapest way to pay a contractor in Cyprus?
From a euro account at an EU bank, a SEPA transfer: within the EU the full amount must reach the payee with no deductions on the way (EBA, PSD2 Article 81), and Bank of Cyprus charges an individual nothing to receive a euro payment up to €10,000 (bankofcyprus.com, June 2026 tariff, checked 2026-09-29). Paying from dollars, Wise quoted 3.44 USD to send 1,000 USD to Cyprus from a Wise balance (wise.com, checked 2026-09-29).
Can I pay a contractor in Cyprus in USD?
Yes. Cyprus has no currency control, but the contractor pays tax in euros, and a USD payment that is converted costs them. Bank of Cyprus charges €2 to receive a foreign-currency payment up to €2,000 and €10 up to €50,000, plus a 0.40% exchange commission (minimum €5, maximum €400) whenever currencies are converted (bankofcyprus.com, June 2026 tariff, checked 2026-09-29). Converting on your side and paying euros avoids the commission.
Do I need to withhold tax when paying a contractor in Cyprus?
Not as a foreign client. A self-employed Cypriot pays their own income tax, in provisional instalments due 31 July and 31 December (PwC Tax Summaries, reviewed 2026-08-04), and their own social insurance every quarter. US payers collect Form W-8BEN (W-8BEN-E from a Cyprus Ltd); work performed in Cyprus is foreign-source income, exempt from US NRA withholding (irs.gov, checked 2026-09-29).
Will a Cypriot contractor charge my company VAT?
Not on B2B services to a business abroad: an EU client accounts for the VAT under reverse charge, and a non-EU client is outside Cyprus VAT. A Cypriot who supplies services to businesses in other EU states must register for VAT with a nil threshold and file monthly VIES statements by the 15th (rightax.com.cy, checked 2026-09-29). Otherwise registration starts above €15,600 of turnover in 12 months (businessincyprus.gov.cy, checked 2026-09-29), and the standard rate is 19%.
How much tax does a self-employed contractor pay in Cyprus after the 2026 reform?
Since 1 January 2026 the first €22,000 of chargeable income is tax-free, then 20% up to €32,000, 25% up to €42,000, 30% up to €72,000 and 35% above (PwC Tax Summaries, reviewed 2026-08-04). On top come social insurance of 16.6% and a 4% GeSY contribution capped at €180,000 of income (PwC; KPMG, 2026). At €60,000 of profit, income tax before deductions is €9,900.
My contractor lives in Cyprus on a Digital Nomad permit. Does that change anything for me?
It limits who can contract with them. The scheme is for non-EU nationals employed by a company registered abroad or self-employed serving clients located abroad, with net income of at least €3,500 a month; the permit lasts a year and can be renewed for two more (gov.cy, checked 2026-09-29). Pay from a company outside Cyprus, and keep a contract and invoices that show it.
Why would a Cypriot bank question a payment from my company?
Cypriot banks apply AML checks to their customers' incoming money and price the extra work: Bank of Cyprus lists a 'transaction investigation for enhanced due diligence' at 0.50%, minimum €30 for individuals, and minimum €100 up to €10,000 for companies (bankofcyprus.com, 2026 tariffs, checked 2026-09-29). A signed contract, an invoice matching each payment and a clear payment reference answer most questions.
Does the US–Cyprus tax treaty matter when I pay a Cypriot contractor?
Only if the contractor works in the US. Under Article 17 of the 1984 treaty, in force since 31 December 1985, a Cypriot's independent services income is taxable in the US only if they spend 183 days or more there in the taxable year or have a fixed base regularly available there (irs.gov, checked 2026-09-29). For work done in Cyprus, US source rules already make the income foreign-source.
